QUALIFICATIONS: 

Requires payroll experience in public schools.  Prefer experience with Infinite Visions Accounting Software and automated time-keeping systems.  Prefer two years college in bookkeeping, accounting, business, or related courses. Prefer three years related experience and/or training in payroll; or equivalent combination of education and experience. Knowledge of accounting principles and practices.

 

REPORTS TO:  

Finance Director

 

JOB GOAL: 

Manages and performs all payroll accounting functions for District employees; ensures accuracy of payroll-related data and compliance with district and regulatory agency requirements and guidelines; develops and implements departmental procedures, processes and internal controls; processes payroll documents and timesheets, and assures the accuracy and timeliness of all payroll activities.

 

PERFORMANCE RESPONSIBILITIES:

  1. Acts as a liaison between the District, payroll department and external agencies (e.g. auditing payroll transactions, implementing court orders, etc.) for the purpose of ensuring compliance with District policies and local, state and federal requirements.
  2. Analyzes financial reports (e.g. labor distribution, payroll related data, contracts, IRS/State guidelines) for the purpose of ensuring accurate program and funds distribution.
  3. Completes payroll related responsibilities within the appropriate district, state, and/or federal timelines.
  4. Approves special checks and expedited processing for the purpose of compensating employees outside the standard payroll processing timelines.
  5. Assists auditors in providing requested payroll information (e.g. contract requirements, time sheets, wages paid, etc.) for the purpose of providing required information and coordinating necessary project activities.
  6. Attends meetings, conferences, workshops, etc. (e.g. labor law, governmental requirements, payroll software applications, etc.) for the purpose of conveying and/or gathering information required to perform functions.
  7. Develops payroll department processes, reporting procedures and internal controls (computerized and manual) for the purpose of maintaining accurate records and complying with district policies and/or federal regulations.
  8. Manages timesheets and payroll data into computer systems, processes transactions, and post payroll.
  9. Reviews timesheets for validity and accuracy of information.
  10. Assesses source documents for compliance to rules and regulations.
  11. Prepares stop payments, voids, and replacement checks.
  12. Processes and maintains employee voluntary/involuntary deduction records and garnishments.
  13. Records changes affecting net wages, such as exemptions and insurance coverage to update master payroll records.
  14. Establishes and maintains records and reports of employee accruals, sick, vacation, and personal leaves.
  15. Prepares and manages payroll tax payments.
  16. Processes employee benefit vendor accounts payable.
  17. Maintains district payroll files.
  18. Prepares specialized reports and analyses of payroll records and payroll accounting records.
  19. Serves as a resource for district and school site staff in the area of payroll procedures.
  20. Resolves payroll and payroll accounting issues.
  21. Performs other job related duties as assigned.

TECHNOLOGY SKILLS:

  1. To perform this job successfully, an individual should have knowledge of Internet and District software, accounting used software and Microsoft office (Word, Excel, Publisher, PowerPoint, and other appropriate technology software).
  2. The ability to type 40 wpm.
  3. The ability to successfully perform ten-key functions.
  4. Knowledge of appropriate business machines and telephones.

TERMS OF EMPLOYMENT:

  1. Twelve-month, employee pay and benefits in accordance with Board policy.
  2. FLSA: Exempt
  3. Full Time Employee Benefits in accordance with Board policy.

 

EVALUATION: 

  1. Performance to be evaluated in accordance with the Board policy on evaluation of support personnel.
